Concrete's Stronger Alliance Suggested FRANKFURT, Germany, Oct. 27 (P Secretary of State Dean Rusk and Chancellor Ludwig Erhard joined in an appeal today for a stronger Atlantic Alliance to maintain defense of the West. Erhard called on West Europeans to remember US postwar help when asked to bear their share of the defense burden. At the same time, Rusk and Erhard cautioned against continental leadership struggles that would loosen ties with the United States. These remarks appeared to be aimed at President Charles de Gaulle of France.

Rusk and the new West German leader spoke at dedication ceremonies in St. Paul's Church for a memorial honoring the late Gen. George C. Marshall, author of economic blueprint -called the Marshall Plan for rebuilding Europe after World War II. Rusk publicly assured West Germans that the United States has no intention under present circ*mstances to withdraw its troops from Europe.

His speech brought prompt reaction from Moscow. The official Soviet news agency, Tass, said Rusk's speech greatly the spirit of the beginning relaxation of international tension." It referred to remarks by Rusk that the West must not relax its guard because of some limited agreements with the Soviet Union. Rusk came to Frankfurt after two days of talks with West German leaders in an attempt to allay their fears that last week's big lift-a massive airlift of a whole armored division from Texas to Germany-was forewarning that the United States was preparing to pull its forces out of Europe. "We have six divisions in Germany," Rusk said in his speech. "We intend to maintain these divisions here as long as there is need for them and under present circ*mstances there is no doubt that they will continue to be needed." Rusk did not explain what he meant by "present circ*mstances." Then, switching to US allies in the North Atlantic Treaty Organization, Rusk brought into the open claims voiced by high US sources now in West Germany that not all of them are pulling their weight.

But he put it diplomatically: "It is a source of pride that the United States has generally met or exceeded its goals, and a source of regret that certain others in the Alliance have not. It is our strong conviction that the Alliance as a whole should meet its commitments and we earnestly hope it will do BUENOS AIRES Argentine subway builders need equipment. over and over- -most Road Test, sponsored by of State Highway Offipavements was the most -and your state had a enduring investment in riding, in a better neighborhood. Choral Society's 'Pop' Concert Excellent One By RALPH B.

MOORE Those of us who were fortunate enough to attend the Knoxville Choral Society's extra "Pop" concert last Saturday night were treated to some of the sweetest and best sounding musical arrangements heard around here for some time. From Cy Coleman's fast "Hey, Look Me Over" from "Wildcat" to the spiritual like "0 Lord, I'm on My Way" from Gershwin's "Porgy and Bess, the program had balance and excellent harmonics. For the second part of their program they presented selections from "Brigadoon" done in tasteful costumes and realistic scenery. Again the great choral proficiency of the organization was demonstrated. Pat Stanberry made a pert Highland Lassie called Fiona.

Her voice was clear and when she put her mind to it, powerful enough to be heard without amplification. Meg, another Scotch Lass, played by Helen Willoughby Mathis, had several numbers which were delivered in an impish manner with good expression. Both Bill Morgan, as Tommy, and Kenton Kidd, as Charles, delivered their solos with authority and charm. The rest of the cast in the ensembles colorful, singing with dewere light and clearness. The musical arrangements were exceedingly good and under the firm direction of Edward Francis, delivered with a melodious blending of voices.

Accompanist, William Hambright, gave the show added sparkle with his superb background piano. His solo in the cafe-bar scene was tops. It was in this scene that one had a glimpse of Jack Frost tending bar professionally. It was a most entertaining evening and many of us left the Auditorium humming the lilting Lerner Lowe tunes we had heard. Maryville College Play Has Color The Department of Fine Arts of Maryville College gave its production of "Kiss Me Kate" all the flair and color of a Broadway opening.

As seen last night in its ultra modern theater, the production retained wit and sparkle supplied by Sam and Bella Spewack, plus some updated quips. The melodic songs, played by a full orchestra the direction of John A. Roberts, were a credit both to Cole Porter, who wrote them, and to the cast who sang them. Thomas E. Jones gave the production some very colorful sets that enhanced the action of the play.

The costuming was remarkable in use of color and style so that the stage seemed a maze of rainbow-like movement throughout the evening. New Trial Denied In Smith Case William P. Smith Jr. was denied a new trial on conviction Sept. 19 of embezzling state sales tax funds and accepting liquor bribes a and was sentenced to nine years and $523.23 in fines in a Criminal Court hearing Saturday.

Judge J. Fred Bibb, who had withheld sentencing pending the motion for a new trial, denied the new trial and imposed the sentence. Smith, of Harriman, former Knoxville supervisor for the State Revenue Department, was convicted of embezzling and accepting bribes of $523.23 on testimony of William Pavlis, Broadway liquor store operator. Directors To Meet The board of directors of the Better Business Bureau will meet at 3 p.m. today in the assembly room of the Home Federal Savings and Loan Building. Directors and officers will be introduced. Albert Miller, chairman of the budget committee, will present the budget for 1963-64.

Plans for the year will be discussed. Bruce Jenkins, playing the dual roles of Fred Graham and Pertruchio, was outstanding both in voice and acting. Joyce Koch, as Lilli Vanessi and Katherine, the Kate of the title, easily captured the hearts of the theater filling audience with her glorious voice and her captivating manner. Martha Miller's Lois Lane and Bianca were good foils to the actions and songs of the others. Miss Miller can certainly "belt" out a song in the mode of Ethel Merman.

Comedy relief was supplied by David Clinkman, as a doddering Harry Trevor and Baptista, and Mary Gay Boettcher and David Evans as the gangsters. Evans has a deep resonant voice that would like to hear more of later. Their second act duet and dance was a show stopper. All the rest of the cast were good and made the most of their parts, especially Martha Hall, who as Hattie, sang operatic arias every time she was on stage. She is another one I would like to hear in a more meaty part.

Thomas E. Jones, the director and Dan H. Kinsinger gave the production good pace and excellent choral numbers. This musical-comedy, which drew raves when it played on Broadway, will be repeated Friday and Saturday, Nov. 1st and 2nd.
